The inclusion of the unemployment rate in 20005 (UNEMP_00) in the model was intended to measure the effects of labor force participation on endogenous growth. A measure of the change in the unemployment rate over the period 2000–2002 (UNEMP_CH) was also added into the model.

The new growth theory literature (referred to earlier) shifted the focus of attention from the accumulation of productive capital to the importance of the role of knowledge – derived, among other things, from a region’s human capital – as an endogenous factor and its spillover effects. For example, Romer (1990) argued that growth is driven by technological change, which is a non-­rival, partially excludable good, with the stock of human capital determining the rate of growth, which in contrast to ­diminishing returns can increase in the long run (Romer, 1986).
